How can I fix and paint a bathroom that has flaky paint?

The bathroom in the house I live in has paint peeling off the walls. The previous owner says she painted over wallpaper. How can I fix it and repaint it?How can I fix and paint a bathroom that has flaky paint?
well you can do a few things: Make sure to clean up all the chips . If its really flaky... take a wet rags and start scrubbing it off... if there is wall paper underneath try to pull that up as well.... be careful, take your time pulling it up so you can get all of it, whatever cant come off leave... then paint right over it... prime it too... even if you're doing a light color or a dark color. an extra coat of paint on the wall will do it good! After your done prepping you should use this tool:

Just try to scrub off all of the peeling paint on a day when you have nothing to do...then you can paint it over when everything has been scrubbed off!

If you still think this answer is hopeless and don't know what to do, I would ask the previous owner, unless you have no way of contacting her.
No doubt you have to remove an old wallpaper and than paint the wall.Or if you're good with phony finish.

Or you can do something like that http://decormasterchicago.com/
