I'm painting my bathroom walls. Currently they have a textured wallpaper that to the touch feels almost cloth/canvas like on the outside. I plan to paint *over* the wallpaper.
I have an extra can of normal latex paint that I got from Benjamin Moore that is the perfect color. Can I use this paint, or do I need a special paint because of the moisture in the room (due to the hot showers)?

I had the textured wallpaper in my house as well, but not in the bathroom. If the paper is staying on the walls and the moisture in the room hasn't bothered it, then you shouldn't have to remove the paper. The textured paper is made to be painted over and you shouldn't have any problem doing so. You can use a water based paint or an oil, but water is easier to clean up, dries quicker, and smells less! You can paint it with a latex paint but its best if that latex paint is classified as kitchen and bath just because it will have a fungicide or some sort of protectant in it against mould and mildew. You also want something that cleans nicely and won't peel off with a little moisture.
If you want just take the colour back to Benjamin Moore and get that colour in kitchen/bath or I have used semi-gloss paint (Celestia from Denalt). Best of luck to you!
You really should remove the wallpaper but if you are determined to paint over it, you first need to prime it. Use a water based primer such as BIN sold at Home Depot or Lowe's. The finish coat should be an eggshell or satin finish for best results. A flat paint will absorb moisture each time you use the shower which will invite mold problems, especially near the shower surround.
remove the paper before painting , peel the top layer off fill a spray bottle with hot water and spray a couple feet at the time to soften the glue and the base paper scrape it of off wash the wall down with TSP rise properly and then prime and use semi gloss latex paint .
The BEST method is to remove the paper. If you refuse, prime wih an OIL based primer. A latex one will wet the paper and cause more problems.
No special paint is required. Just remember you are going to have a huge problem if you change your mind and want to remove the paper later.
