How do i remove paint from a concrete bathroom floor?

Probably the easiest way to get good results is to scrub the whole floor with a wire brush - making sure that ALL loose paint is removed. After that, wash and rinse the floor well and apply new floor paint.

Strip the paint with Citrus Type stripper(small room, indoors). Then seal the cement, and paint with floor paint.
