Wash the walls with TSP. This will dull the paint and clean the walls, which will allow the new paint to adhere. Unless you are drastically changing the color, you probably will not need to prime. Paint the walls with 2 coats of satin finish. This will give you excellent cleanability, but will not be too shiny. Use a quality paint, such as Benjamin Moore Super Spec. It's their pro line, and has excellent coverage and durability. It's cheaper than the Regal line as well. Hope this helps.





EDIT: TSP is tri-sodium phosphate. It's a cleaning product available at hardware stores, home centers, etc. You'll find it in the paint department. There are 2 different formulas: original TSP and TSP-PF. The original is better, but a lot of communities have outlawed phosphates. PF stands for phosphate free. Washing the walls with TSP is good, but is hazardous if you aren't careful. You will need to wash the walls down with something because bathroom walls collect extra crud due to the high moisture. You can use any basic cleaning solution.





Your best bet for good adhesion is to prime the walls. If you are making a drastic color change, have the paint store tint the primer to 90% of the paint color. (More than 90% makes it hard to tell where you've primed and where you've painted)





Use a high quality bathroom paint from a paint store. Bathroom paint is specially formulated with a fungicide to prevent mold and mildew. It comes in gloss, semi-gloss, and satin.





Last, determine the source of your mold problem. Mold/mildew is caused by excessive moisture. You need to run your exhaust fan with the door open until the room dries out. If it doesn't seem to dry the room out, take the cover off the fan (usually they are spring loaded and just pull straight down about 6';) See if your fan blades are covered with gunk. If so, clean with a degreasing cleaner like 409.
TSP is the best- but beware- it's Poison. You can NOT use it around animals or babies- you have to wear chemical gloves.


If you have a mold issue- it just not the paint. You might have a leak or drywall that needs to be replaced. Just painting it is not going to fix it- you need to treat the area with mold and find out where the moister is coming from and why it's staying. Make sure you have proper ventilation when showering to prevent wetness.





Just paint with another semi gloss paint- any mid to high range brand will do. Just don't buy the cheapest paint- go up a brand.
Use Kilz. It is a primer that helps to keep/cover up any stains such as mold, smoke, water marks and such. It will also help cover the glossy paint that is on your walls currently.





If you choose to use Kilz, wear something to cover your hair and very old clothes. It does not wash out of anything. (I had a small spot stuck in my hair for about a month.) Very easy to use though and works wonders.
